Prime Minister Dr. Ahmed Awad bin Mubarak emphasized the government’s intention to redefine the pathways of partnership with UN agencies and international organizations, following a clear approach aimed at achieving efficiency and effectiveness in meeting its objectives to support the Yemeni people and alleviate the humanitarian suffering caused by the terrorist Houthi militia.

During a meeting on Thursday in the temporary capital, Aden, with Ms. Laila Ahady, the director of the World Food Programme office in Aden, the Prime Minister stressed the importance of evaluating the programme’s projects and interventions to ensure aid reaches those entitled to it, and to put an end to the exploitation of aid by the Houthi militia to finance its war against the Yemeni people. He highlighted the need to distribute aid according to needs, population distribution, and changes due to displacement waves from areas controlled by the Houthi militia, and to set priorities based on current needs in coordination with the government.

The meeting discussed the progress of the programme’s work in distributing food and cash assistance, response efforts in needed areas, mechanisms for identifying beneficiaries, addressing funding shortages, finding sustainable response mechanisms, and the transfer of programme funds through banks in Aden. Additionally, the challenges of working in Houthi-controlled areas were discussed, including their continuous violations against humanitarian workers, such as kidnappings and aid theft.

The UN official expressed full understanding of the observations made by the Prime Minister regarding the programme’s work and the commitment to strengthening partnership with the government to overcome any issues. She referred to the programme’s working mechanisms, beneficiary selection criteria, and the existing funding gap, along with efforts to cover it.

The Presidential Leadership Council held a meeting, on Thursday, chaired by His Excellency President Dr. Rashad Al-Alimi, President of the Council. The meeting was attended by council members Maj. General Aidarous Al-Zubaidi, Dr. Abdullah Al-Alimi, and Othman Mujalli, with Tariq Saleh and Abdul Rahman Al-Mahrami participating via video conference. Council members Sultan Al-Aradah and Faraj Al-Bahsani were absent with prior excuse.

The meeting addressed a number of issues on its agenda, including the latest developments in the local situation, particularly political and economic developments, service-related changes, changes related to fluctuations in exchange rates, and efforts to accelerate the implementation of an economic recovery plan. Additionally, the discussion focused on alleviating the humanitarian suffering exacerbated by the attacks of the Iranian-backed Houthi militia on oil facilities and international shipping lanes.

At the beginning of the meeting, the President of the Presidential Leadership Council briefed the council members on the outcomes of his participation in the extraordinary Arab-Islamic summit in Riyadh and the 12th session of the World Urban Forum (WUF12) in Cairo. He also shared the results of his meeting with his brother, His Excellency President Abdel Fattah El-Sisi of the Arab Republic of Egypt.

The meeting listened to a report from council member Dr. Abdullah Al-Alimi on his participation in the Climate Conference hosted in Baku, Azerbaijan. Additionally, council member Othman Mujalli provided a report on the outcomes of his visit to the friendly United Kingdom. Furthermore, some council members also provided updates on the implementation level of the tasks assigned to them.

The Presidential Leadership Council reviewed government reports on local developments and the implementation level of the council’s decisions and recommendations, particularly those related to enhancing the state’s access to its sovereign resources, curbing currency speculators, and regulating the prices of services and essential goods.

In this context, the council reiterated its deep gratitude and appreciation for the position of the members of the Coalition to Support Legitimacy, led by the Kingdom of Saudi Arabia and the United Arab Emirates, alongside the Yemeni people and the government to meet their obligations, especially in paying public sector salaries and securing essential goods and services for millions across the country.

The Presidential Leadership Council also noted the United Kingdom’s announcement of a new support package for the Yemeni Coast Guard, as part of coordinated efforts with regional allies and international partners to combat piracy, terrorism, arms smuggling, and organized crime. Furthermore, the council welcomed the UK’s commitments to provide larger developmental support packages for the Yemeni people in the upcoming phase.

The meeting reviewed situational assessments regarding regional developments related to the brutal Israeli war against the Palestinian and Lebanese peoples, as well as the Houthi terrorist attacks on international shipping routes and their devastating repercussions for food security and international peace and security. The council made necessary decisions, recommendations, and directives in response to these issues.

The council will continue discussing the issues included in its agenda later this week.

Ambassador Abdullah Al-Saadi, Yemen’s Permanent Representative to the United Nations, held separate discussions with the Permanent Representatives of Greece, Somalia, Denmark, and Pakistan to explore ways to enhance bilateral cooperation, particularly in the field of multilateral work.

Ambassador Al-Saidi reaffirmed the Yemeni government’s commitment to the choice of peace and its eagerness to support all regional and international efforts aimed at achieving comprehensive and sustainable peace that meets the aspirations of the Yemeni people, in accordance with the agreed political solution references, foremost among them Resolution 2216.

For their part, the Permanent Representatives confirmed their countries’ steadfast position in supporting efforts to reach a political settlement to end the conflict in Yemen. They expressed their appreciation for the flexibility shown by the Yemeni government in its positive engagement with the United Nations’ efforts through its Special Envoy to Yemen, and reiterated their readiness to work with other Council members to support peace-making efforts in Yemen.

On Friday, Dr. Abdullah Al-Alimi, a member of the Presidential Leadership Council, along with his accompanying delegation, concluded his participation in the activities of the Climate Summit (COP29) held in Baku, the capital of Azerbaijan.

Dr. Al-Alimi delivered Yemen’s speech at the summit, during which he reviewed the negative impacts of climate change on Yemen, including damages from tropical cyclones, drought, and rising sea levels, which exacerbate the fragility of the country’s environmental and economic resources.

He also participated in several side events and roundtable discussions, including sessions on transitioning to renewable energy and enabling climate finance, where he called for financial and technical support for Yemen to address climate change challenges and enhance sustainable development strategies.

On Thursday, His Excellency President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council, made a phone call to Dr. Ahmed Awad bin Mubarak, the Prime Minister, to discuss the latest developments in the economic and service-related matters. The Yemeni government announced, on Thursday, on the sidelines of the Conference of the Parties (COP29) held in Baku, the capital of Azerbaijan, the launch of the National Climate Finance Program for the period 2025-2030, which aims to enhance the country’s ability to adapt to the increasing climate challenges.

Dr. Abdullah Al-Alimi, a member of the Presidential Leadership Council, confirmed in his speech during a special event within the framework of the Climate Conference, the commitment of the political leadership and the government to achieve climate objectives despite the significant challenges facing Yemen.

Al-Alimi explained that while climate change is a global challenge, it poses a greater threat to Yemen, where the population suffers from the repercussions of a war ignited by the Houthi terrorist militias supported by the Iranian regime, leading to the deterioration of vital resources and increasing the country’s vulnerability to the effects of climate change. Minister of Interior, Major General Ibrahim Haydan, met on Wednesday with the Commander of the Joint Forces of the Coalition to Support Legitimacy, Lieutenant General Fahad Al-Salman, and several military leaders.

During the meeting, they discussed ways for the Kingdom to support efforts aimed at enhancing security and stability in Yemen, contributing to achieving the interests of the Yemeni people.

In the meeting, the Minister of Interior expressed his condolences, and those of all members of the Ministry of Interior, for the martyrdom of an officer and a non-commissioned officer, and the injury of a third officer from the Saudi armed forces in the treacherous and cowardly attack while performing their duty in training and supporting the Yemeni forces in the First Military Region in the city of Seiyun.

Major General Haydan affirmed that these cowardly and treacherous acts only reflect the perpetrator, who does not represent the honorable members of the Yemeni armed forces who appreciate the great and significant role of the brothers in the Coalition to Support Legitimacy forces and their enormous sacrifices alongside the Yemeni people. He added that these acts cannot affect the nature of the strong relationship between Yemen and the Kingdom, which has been strengthened by pure blood and steadfast fraternal positions.

Major General Haydan praised the prominent role played by the Kingdom of Saudi Arabia, leading the Arab Coalition forces to support legitimacy in Yemen, stressing that this support has significantly contributed to enhancing the stability of the security situation.

The Minister of Interior reviewed with the Joint Forces Command areas of cooperation between the Joint Forces and the Ministry of Interior, especially in the field of combating terrorism, working to enhance the capabilities of the Yemeni security services to address the various threats facing the region, and the importance of intensifying joint efforts and exchanging information and expertise to contribute to stabilizing the security situation. He expressed his appreciation for the continuous support provided by the Kingdom to Yemen in various fields, especially in the security field.

Member of the Presidential Leadership Council, Dr. Abdullah Al-Alimi, on Wednesday, reviewed international and regional experiences in addressing climate and environmental challenges in several pavilions participating in the Climate Conference (COP29) in the Azerbaijani capital, Baku.

Dr. Abdullah Al-Alimi visited the Kingdom of Saudi Arabia’s pavilion and listened to an explanation of the “Saudi Green” and “Middle East Green” initiatives, which aim to reduce emissions, manage the use of renewable energies, and enhance vegetation cover, in support of achieving the goals of the Kingdom’s Vision 2030.

During his visit to the United Arab Emirates’ pavilion, the Leadership Council member listened to a presentation on the UAE’s efforts within the framework of the COP28 agreement, its achievements in the field of biodiversity, climate finance, its commitment to climate neutrality, and its efforts to enhance food and water security.

Dr. Al-Alimi also learned about Qatar’s efforts to promote natural solutions for climate change adaptation, support sustainable development, and strengthen the resilience of ecosystems, with the aim of protecting the economy from climate challenges, during his visit to the State of Qatar’s pavilion.

Dr. Abdullah Al-Alimi learned about the “Green Hydrogen” project in the Sultanate of Oman’s pavilion, and the Sultanate’s efforts to achieve carbon neutrality by 2050, through the launch of the Oman Sustainability Center and the implementation of the renewable energy transition strategy.

During his visit to the Morocco pavilion, Dr. Al-Alimi listened to the Kingdom of Morocco’s efforts to mitigate climate change, preserve the environment and natural resources, and the policy adopted by the city of Rabat to promote and implement sustainable mobility policies aimed at improving urban health and achieving a comprehensive quality of life for citizens.

The member of the Presidential Leadership Council also listened to the efforts made to promote Arab positions and raise awareness in the field of climate and environmental challenges from the organizers of the League of Arab States pavilion.

Dr. Al-Alimi viewed the summit’s logo in the Azerbaijan pavilion, which combines the symbols of “buta,” leaves, and water droplets, as a sign of Azerbaijan’s environmental sensitivity and rich cultural heritage, in addition to displaying the five elements of energy, including plants, animals, air, wind, and water.

Dr. Abdullah Al-Alimi expressed his appreciation for the various experiences he witnessed in the COP29 pavilions, praising the efforts of the participating countries in strengthening climate action and achieving sustainable development.
